Our history

Metropolis was created in 1984 when the then Chairman of the Regional Council of Ille-de-France, Michel Giraud, called a meeting of representatives from Abidjan, Addis Ababa, Barcelona, Buenos Aires, Cairo, Colombo, London, Los Angeles, Mexico City, New York, Tokyo and Turin.

The meeting resulted in the creation of the World Association of the Major Metropolises, recognizing its first assembly as the Metropolis '84 congress and the participants as founding members.

Since its creation, Metropolis has become the premier international forum for urban issues, recognized by the United Nations and with an observer status in the Urban Affairs Group of the OECD .

The following list highlights the most important dates in the life of Metropolis.

1984
  • Creation of the provisional commission of the Metropolis Association.
  • First congress held in Paris, entitled, What Kind of Development for the Major Metropolises at the Dawn of the 3 rd Millennium? Congresses are the Association's international conferences held every three years.
1985
  • Official creation of the Metropolis Association with 14 founding cities in Montreal. Michel Giraud, President of the Regional Council of Ille-de-France, accepted the position of President.
1987
  • Metropolis '87 Congress held in Mexico City, entitled, "A Better Life for All in Metropolises."
1988
  • Symposium held in Madrid, entitled, Major Hazards and Crises in the Major Metropolises: Challenges for the 21 st century?.
  • Creation of the Metropolis International Commission on Major Hazards.
1989
  • Symposium held in Paris, entitled, Managing Major Hazards: An Issue and Challenge for Metropolises."
1990
  • Metropolis '90 Congress held in Melbourne, entitled, Metropolises in Ascendancy?. Standing commission presentations included:
  • The Contribution of Service Sector Activities With a View to Moving Out of the Economic Crisis, headed by Melbourne.
  • Optimization of Transportation in Inner Cities, headed by Montreal.
  • Urban Ecosystem Management: Origin and Treatment of Waste, headed by Buenos Aires.
  • Metropolis International Commission on Major Hazards, headed by Paris, Ille-de-France.
  • Policies for Accommodating New Populations in the Metropolises, headed by Cairo.
1992
  • Participation in the United Nations Earth Summit? environmental conference in Rio.
1993
  • Metropolis '93 Congress held in Montreal, entitled, Citizens and Sustainable Development?. Standing commission presentations included:
  • Policies to Enable Low Income People to Benefit from Urban Development.
  • Air Pollution and Effects on Health in Large Metropolises.
  • Urban Transport.
  • Strategic Planning for Metropolises.
  • Economics Strategies and Challenges of Large Metropolises.
  • Information and Education Strategies for Management of Solid Urban Waste.
  • Creation of the Technical Assistance Scheme. The Technical Assistance Scheme has the goal of facilitating practical exchanges of experience expertise between members.
  • Technical Assistance Scheme exchange from Paris to Bucharest. Assistance for the Reorganization and Planning of the Bucharest North Railway Station.
1994
  • Symposium held in Tokyo, entitled, Taking the Environment into Account in Urban Planning in the 21 st Century?.
  • Continuation of the Technical Assistance Scheme exchange between Bucharest and Paris.
1995
  • Technical Assistance Scheme long-term agreement from Lisbon and Barcelona to Havana. A Study on Water Cycles.
  • Technical Assistance Scheme long-term agreement from Paris to Sarajevo. A Study on the Reconstruction and Rehabilitation of several districts in Sarajevo.
1996
  • Metropolis '96 Congress, held in Tokyo, entitled, Metropolis for the People: Seeking a Solidarity among World Citizens?. Standing commission presentations included:
  • Commission 1: Major Structure Enhancing Project and Metropolises Development.
  • Commission 2: Environmental Observatories: Application for City Water Management.
  • Commission 3: Manufacturing and Industries in Metropolises: Economic and Urban Aspects.
  • Commission 4: Integration of Underprivileged Youth.
  • The Transverse Group: The Car in the City.
  • Establishment of the WACLAC (World Association of Cities and Local Authorities Coordination), based on the Metropolis proposal at the Habitat II Conference in Istanbul.
  • Technical Assistance Scheme exchange from Paris and Melbourne to Guangzhou. A Study on the Improvement of the Transport System in Guangzhou.
  • Technical Assistance Scheme exchange from Toronto to Mexico City. A Study on Administration and Technical Organization of Planning.
  • Continuation of long-term technical assistance agreement from Paris to Sarajevo.
1997
  • Establishment of the Metropolis Training Institute in partnership with Montreal. The organization that offers applied urban-management training.
  • Continuation of the Technical Assistance Scheme exchange from Paris and Melbourne to Guangzhou.
  • Continuation of the Technical Assistance Scheme exchange from Toronto to Mexico City.
1998
  • Joan Clos, Mayor of Barcelona, succeeded Michel Giraud as president of Metropolis after the Board of Directors meeting in Seoul.
  • Technical Assistance Scheme long-term exchange from Barcelona to Havana. A Study Providing Assistance for the Development of the Havana Geographical Information System.
1999
  • Metropolis '99 Congress held in Barcelona, entitled, A Network of Cities for World Citizens?. The Standing commission presentations included:
  • Commission 1: Airports with their Surrounding Zones as Catalysts of Metropolitan Development.
  • Commission 2: Policies for the Fight Against Air Pollution.
  • Commission 3: Supporting Job Development in the Major Metropolises by Attracting and Creating Businesses.
  • Commission 4: Tourism and Cultural Heritage for the Development of Metropolises.
  • The Board of Directors unanimously approved the proposal for basing the government of Metropolis on Regional Secretariats.
2000
  • Board of Directors meeting held in Guangzhou, together with a Special General Assembly and International Seminar on the information society and the city. Approval of the extension of the number of members of the Board of Directors and the creation of vice-presidents and regional secretaries.
  • Technical Assistance Scheme exchange from Barcelona to Guadalajara. A Study Providing Assistance in the Development of an Urban Solid Waste Program.
  • The President of Metropolis was appointed president of the WACLAC (World Associations of Cities and Local Authorities Coordination). Metropolis also took over as secretary-general of the organization of a rotating nature. Joan Clos elected President of the United Nations Advisory Commission of Local Authorities (UNACLA).

  • Metropolis joined the Consultative Group of Cities Alliance, an initiative of the World Bank and Habitat for improving run-down neighborhoods and supporting local strategic-planning processes. Montreal agreed to host the group's second meeting and a Forum on Public Policies.

  • International Seminar on Environmental Management and the 2 nd Meeting on Public Spaces, Maracaibo.

  • International Seminar on the Comprehensive Rehabilitation of Neighborhoods, Toluca City (State of Mexico).

  • The Africa Regional Secretary actively participated in the meeting of Africities, Windhoek (Namibia).

  • International Forum entitled, The Urban Strategies of Major Metropolises in Globalization?, Paris.

2001
  • In May, Rio de Janeiro became the symbol of local power when it held the Metropolis Board of Directors meeting at the same time as the 2 nd World Assembly of Cities and Local Authorities and the IULA-FMCU Unification Congress.
  • Joan Clos, President of WACLAC, UNACLA and Metropolis and Mayor of Barcelona, spoke at the special session of the General Assembly for the Revision and Evaluation of the Execution of the Habitat Agenda, in Nairobi.

  • Cooperation Agreement between WACLAC and the World Bank. Collaboration agreement between the Development Gateway Foundation and Metropolis, which co-manages the Urban Manager page of the Internet website.

  • Melbourne established the new Internet website metropolis.intercom.es as our association's principle vehicle of communication.

  • Seminar on Urban and Municipal Management in Africa, Montreal.

  • International Seminar on Sustainable Development, Montreal.
  • Seminar on Development, Maintenance and Funding of Urban Infrastructure in an African Context, Douala (Cameroon).

  • International Seminar on Urban Waste Management, Bamako.

  • UN Secretary-General Kofi Annan received the representatives of the leading international associations of local governments in New York.

  • On 6 June, Joan Clos, President of Metropolis, in the name of all the local authorities, spoke before the UN General Assembly.

  • He presented the declaration of the 2 nd World Assembly of Cities and Local Authorities to the United Nations. Metropolis organized a parallel event entitled, The Challenges of the Metropolises in the New Millennium?.

2002
  • Metropolis '02 Congress held in Seoul, entitled, Metropolitan Governance in the New Millennium?.

  • Metropolis organized the Executive, the Board of Directors and the 2002 General Assembly.

  • Awarding of the Metropolis Prizes to the cities of Istanbul, Havana, Montreal, Addis Ababa, Rio de Janeiro and Seoul. 31 projects from 15 member cities were entered for the Metropolis Prizes.

  • Metropolis published and presented the results of the Standing Commissions for the 1999-2002 period:
    Commission 1: The Impact of Big Sporting and Cultural Events on the Development of Large Cities.
    Commission 2: Strategy for the Reduction of Urban Poverty.
    Commission 3: Improving and Maintaining Water Quality in the Metropolises.
    Commission 4: The Information Society and the City.
    Commission 5: Urban Indicators.

  • The Board of Directors and General Assembly in Seoul approved the 2002-2005 Action Plan.
  • Special Newsletter "Metropolitan Governance in the New Millennium. Metropolis 2002 Seoul"
  • The reports from the commission, together with summaries of the workshops and the main conclusions and speeches from the congress were also published on the Metropolis webpage ( metropolis.intercom.es ).
  • International Seminar on Women and Local Governance, Bangui.
  • International Congress on Funding for Development, Monterrey.
  • World Urban Forum, Nairobi, May 2002.
  • Technical Assistance Scheme exchange from Montreal to Mexico on Urban Rehabilitation in the Framework of the Cities Alliance Program.
  • Joan Clos, the President of Metropolis, received the Habitat 2002 Honor Prize for outstanding commitment and contribution to global cooperation between local authorities and the United Nations, Brussels.
2003
  • Board of Directors meeting held in Istanbul.
  • The Standing Commissions for 2002-2005 were established along with a new work tool in the form of electronic commissions. These involve a number of Internet portals, one for each commission, jointly created by Metropolis and the Development Gateway Foundation.

  • Commission 1: Metropolitan Governance. Meeting about Guidelines and Best Practices for Metropolitan Governance, Barcelona. Special workshop on Women and Local Governance Addressed at the Creation of an International Network of Women Elected in the Local Sphere, Barcelona.

  • Commission 2: Urban Poverty and Environment. Commission meeting in Rio de Janeiro.

  • Commission 3: Urban Waste Management. International seminar on Urban Waste in Toluca (State of Mexico). Technical Assistance Scheme exchange to Quito and La Paz.

  • Commission 4: Urban Mobility Management. Technical workshop on management strategies for traffic and goods in cities and international mayors' meeting on sustainable car use in big cities, Istanbul.

  • Commission 5: Metropolitan Performance Measurement. Preparatory commission meeting, Melbourne. Second commission meeting, Istanbul.

  • Commission 6: Water Management. First commission meeting, Istanbul.

  • Standing commission on funding for development. First meeting in Metepec (State of Mexico).

  • 23-25 June 2003: Marrakech: International Seminar on Funding Infrastructures.

  • Metropolis reached an agreement with the United Cities and Local Government organization (the new local authorities association that arose from the merger of IULA and UTO) to create and manage the new organization's metropolitan section. The move was consolidated by coordinating city associations at the international level.

  • Collaboration agreement between WACLAC and the UN's Department of Peacekeeping Operations to increase the UN'S peacekeeping efforts with regard to a speedy and effective organization of cities, as well as municipal and regional administrations for the reconstruction of civil society.

  • Participation in the Third World Forum of Ahua, Kyoto.

  • Top-level meeting between the world associations of local governments and UN agencies and programs.

  • Participation in the US Conference of Mayors, Denver.

  • Collaboration agreement with Mosaicultures International 2003, Montreal.
