The topics offered by the modules of each city reflect their strength in the process of participative democracy, drawn from solid experience of public policies developed by each one of them. The themes of the modules involve different dimensions of democratic management.

Courses are offered in the on-site and on-line modalities and can be requested by any city of the world.  The headquarters of the program are located in the Management School of the Porto Alegre Municipality which, from its training center, organizes the implementation of the modules. The System includes equipment for teleconferencing, distance learning platform (Moodle), classroom and a website.
